firstly Lochte is an idiot....and too many are blaming Rio Olympic officials for that when he was 'off campus' when it happened.....not like any other host city is crime free...
but viewing issues in bulk...well, I blame the IOC as well...they knew of the changes and unrest in Rio that worsened over the past year and didn't seem to offer Brazil any real assistance at all.......so now the world is getting a very inaccurate view of what the country and the city actually are....with some referring to Rio as things like '3rd world toilet'

it's usually the media. The media is a liberal cesspool.....corrupt as hell.....trying to frame the narrative.......they ride Trump every day and the wildebeast gets a pass for being the most corrupt lying hypocrite I can remember.
that said...the host city is responsible for security, not the IOC. Rio actually is becoming a third world toilet...the corruption in Brazil makes the US look like angels. They will soon be another Venezuela.....
