Canadians upbeat on future state of relations with U.S

There's no hiding it: poll after poll shows Canadians aren't feeling much warmth toward the United States these days - particularly when it comes to views about American foreign policy.

But a new survey, commissioned by the Montreal-based Association for Canadian Studies, amounts to something of a Fourth of July appreciation gift for our neighbours to the south.

Nearly three-quarters of the 1,500 Canadians surveyed in early June said they were optimistic about the future state of Canada-U.S. relations.
Respondents were asked to look ahead 10 years - to Canada's 150th anniversary in 2017 - and predict whether the two countries would be leaning over the 49th parallel and chatting pleasantly or sniping at each other across the backyard border.

Twenty-one per cent of the respondents said they were "very optimistic," and another 51 said they were "somewhat optimistic" that Canada and the U.S. would be on good terms.

Only six per cent were "very pessimistic" and another 19 per cent "somewhat pessimistic" about the prospects for good relations between the two countries.

"I think there's a lot of goodwill there," said ACS executive director Jack Jedwab. "We like our neighbours. We are frequent visitors to the U.S. They're our most important trading partner. There's a lot of interaction and interchange, and we don't want to have bad relations."

He says Canadians, for the most part, distinguish between a current White House administration under U.S. President George Bush that's highly unpopular in this country and the United States in general - its people, its history, its culture.

"There are decisions the U.S. has made that we don't like," said Jedwab, noting how Canadians largely oppose the Iraq war. "But people in this country think this era is coming to an end. There's a feeling that we will overcome this in time."

He adds that many Canadians would warm quickly to the U.S. again if Americans elected a president from the Democrats, who are traditionally favoured by Canadians over the Republicans.

Within Canada, Quebecers are the least optimistic about the shape of Canada-U.S. relations by the year 2017.

Only 12 per cent of Quebec respondents were "very optimistic" about the relationship, about 10 percentage points lower than other parts of the country. And more Quebecers were explicitly pessimistic - 28 per cent - than other Canadians.

Quebecers "appear to have stronger feelings that Americans are abusing their authority internationally," said Jedwab. "I would describe Quebec as cautiously optimistic."

The poll, conducted for ACS by Leger Marketing, is considered accurate to within 2.6 per cent, 19 times out of 20.
